[Updates] OTHER: Updates list now rolling

The site has been rearranged so that
- mailing lists now have a sub-site of their own, under /lists/
- the Updates mailing list is now ready and being used
to properly announce updates to the site!
(Or should I say "I hereby announce that this announcement
is an announcement made by the announcing announcement list!")
